Abstract:During the Southern Song Dynasty,"Urging Sharing"(Quan Fen)was the primary policy which the government implemented to encourage rich people to take part in famine relief.Some Neo-Confucian scholars such as Zhu Xi,Huang Gan and Huang Zhen tried hard to implement "Urging Sharing"(Quan Fen) in Jiangxi by the different ways from "shixin","jin’e" to "falin".These methods made progress in famine relief,but they gave rise to the tendency to involve rich people by force,which encouraged the malpractices of "Urging Sharing"(Quan Fen)by the local government and weakened the policy identity in local society.
