Abstract:The maximum utility function for bureaucrat is to be promoted.It is a worthy study to stimulate the deputy cadres to work hard via the effective promotion incentive.There are some current promotion systems,such as:nomination by the Standing Committee of CCP,public recommendation and election,selection by examination,large-scale recommendation and election,and so on.But these methods cannot reach the incentive compatibility for the deputy cadre’s promotion.On the condition of observing current laws and policies,the performance-based promotion system can help to clear away the foregoing obstacles and realize the promotion compatibility.
