Abstract: China’s existing legislations about the prevention and control of soil pollution are very insufficient.There are merely some scattered provisions,and most of them are declaratory aiming at agriculture,rather than industry and cities,so it is necessary to improve the legislation.Based on the realities and foreign experiences,China should construct a special soil pollution rehabilitation act,guiding the principles of precaution,polluters’ pay and environmental democracy,establishing strict regulation measures and legal responsibilities,inspiring public participation as well as complete relevant regulations,and realizing the aim of sustainable development and ensuring the well-being of people.
